What is safest city to visit in the Middle East?

I really want to visit Middle East like Dubai and Saudi Arabia.

But Im a bit concerned about security but I may be wrong.

Can anyone suggest a city in the Middle East that I can visit? One without security issues?

Is it hard to get a Visa in order for me to visit Dubai?
